While the European healthcare system is highly developed, the supply of the most modern, innovative medicinal products in Hungary is far from complete. While the pharmaceutical armamentarium in Hungary is considerable, it regularly occurs that medicinal products that are essential for the treatment of patients are not available domestically. Unfortunately, this tendency has been on the rise in recent years.<\/p>\n

One reason for such situations is when the necessary medicinal product does not have a marketing authorisation in Hungary. The marketing authorisation of new medicinal products is a lengthy and expensive process and marketing authorisation holders may experience logistics or quality assurance issues. In other cases, manufacturers, for commercial reasons, launch their products in countries with larger patient populations and with larger healthcare budgets, and concentrate their sales later.<\/p>\n

Shortages also regularly happen in the case of medicinal products that have marketing authorisation. These are mostly due to production and logistical problems on the marketing authorisation holder\u2019s side. This problem is often exacerbated by the geographically concentrated production of active substances, the complexity of the supply chain of the global pharmaceutical industry and the insufficient estimations by manufacturers regarding the quotas to be allocated to national markets. Large-scale recalls of production batches, unexpected increase in demand (epidemics, etc.) and other changes in the market (the launch of generic alternatives, natural disasters at production sites, etc.) may also have a negative effect.<\/p>\n

Sometimes the existing marketing authorisation of a medicinal product expires and it is not renewed by the marketing authorisation holder. Sometimes the marketing authorisation holder requests the withdrawal of the medicinal product\u2019s marketing authorisation before its expiry.<\/p>\n

Regulations in Hungary permit the importation of products subject to a shortage situation upon approval of the regulatory agency through various administrative mechanisms. Such mechanisms allow wholesalers to import products that are not registered in Hungary or products that are registered but temporarily not available based on a strict licensing procedure initiated by medical professionals at healthcare institutions and administered by the regulatory agency.<\/p>\n

In general, the regulatory agency approves all import applications that meet the following criteria:<\/p>\n
